The Common External Tariff

and the Safeguard Mechanism

 

Applications for the Waiver of the

Common External Tariff (CET)

The Ministry of Foreign Trade & International Cooperation is pleased to now make available information regarding the workings of the all-important Common External Tariff (CET) and the Safeguard Mechanism, for the information of the Private Sector, and other interested stakeholders.

Every effort will be made to place on this website requests received from the CARICOM Secretariat, for the Suspension of the CET and Certificates under the Safeguard Mechanism in keeping with Articles 83 & 84 of the Revised Treaty of Chaguaramas - on a daily basis.

 

It is anticipated that the Private Sector will respond to these requests based on their ability to supply the products within the specified timeframe, and communicate this to the Ministry in a timely manner to allow for the CARICOM Secretariat to be notified within the stipulated timeframe of five (5) working days.

 

The objectives of this undertaking are:

  • to guide the local Private Sector as to the various market opportunities available within the region;

  • to identify the various trends in products requested with a view to developing products for existing markets;

  • to identify opportunities for developing new markets for existing goods;

  • to coordinate Guyana’s responses to Requests;

  • to identify Guyana’s challenges - internal and external - with a view to eliminating these  and,

  • to receive recommendations from the Private Sector based on Guyana’s interests.

Additionally, the Ministry has compiled an Inventory of Requests for Suspension of the CET, Requests for Certificate under the Safeguard Mechanism and Waivers of the CET that have been granted on products, in 2005. The Inventory is prepared based on Tariff Headings, Description of the Product, Requesting Company, Rate of Duty, Period of Suspension and Guyana’s ability to supply.
